Areas Covered: Barstow, Adelanto, Lucerne Valley, Phelan, Helendale, Wrightwood, and other unincorporated towns and areas of the High Desert.

Due to the ARRA restrictions, this program does not cover households in Victorville, Apple Valley, or Hesperia
